CERTIFICATION FOR WEATHERIZATION WORKERS (INSTALLERS & CREW CHIEFS)
Pennsylvania requires that all workers performing weatherization work (installers, crew chiefs
and auditors) using federal funds, whether employed by a WAP provider (agency) or by a subcontractor, be certified that
they have the appropriate competencies to perform their particular duties.
CURRENT WORKERS:
Individuals who currently perform weatherization work or who have a background in construction
may obtain certification in one of the following ways:
1. Experienced workers who have already completed coursework at the Weatherization Training Center
at Penn College (Williamsport, PA)
(a) Submit an application to Penn College. Penn College will verify that the worker has completed
the required courses at either the Weatherization Training Center (WTC) or at another site providing equivalent training.
(b) Submit a letter from his/her current employer attesting that the worker has successfully performed field work.
(c)Application will be reviewed by the Application Review Committee (ARC) which will approve the worker for certification.
2. Experience workers who have not completed coursework
(a) May "test out" by taking a written test and performing certain procedures in a weatherization laboratory. This "test out" procedure will be available by September 21, 2009.
(b) Applicants who pass the written and laboratory tests will be approved for certification.
(c) Applicants who do not pass the test will be offered a space in a four-day accelerated weatherization course. Upon successful completion of the four-day course, the applicant may resubmit to the ARC for certification.
3. Workers, both union and non-union, from the building trades with little or no experience in weatherization work
(a) A four-day acclerated weatherization course for each of the three types of workers (installers, crew chiefs and auditors) will be offered by October 1, 2009 at sites to be determined.
(b) Applicants wishing to enter accelerated training must be reviewed and approved by the ARC.

INEXPERIENCED WORKERS:
Individuals who are not currently performing weatherization work and who have no experience in construction
will be required to complete a skills assessment and complete all required competency-based courses to achieve certification. More information about this process will be posted as it is received.
HEATING CONTRACTORS:
Heating Contractors are required to complete Crew Safety Training. This one day class is required for all technicians,
repairmen, crew leaders, foreman and any other employee who will be working in a PHDC program property and must be completed by November 1, 2009. While PHDC anticipates that additional classes will
be scheduled, the only openings currently available statewide are in October 2009 in Greensburg, PA.

In order to work on WAP jobs funded by the American Recovery Reinvestment Act, all workers (installers, crew chiefs and auditors) must be Pennsylvania certified by November 1, 2009
