In
response to the City’s RFP for home-ownership, PHDC entered into
a joint venture relationship with the Philadelphia Community Civic Organization,
a community-based,
non profit organization to rehabilitate
vacant, deteriorated residential structures within a nine block radius.
Phase
I of the “3-S” (Sterner, Silver and Seltzer Streets) Development
was approved by the City. Sixteen rehabilitated houses are completed
on Silver Street and 9 on Sterner Street..
