Phase I of the 3-S (Sterner, Silver and Seltzer Streets) Development produced 16 rehabilitated houses on Silver Street and 9 on Sterner Street. In response to the Citys RFP for homeownership, PHDC entered into a joint venture relationship with the Philadelphia Community Civic Organization, a community-based, non profit organization to rehabilitate vacant, deteriorated residential structures within a nine block radius.
