Adaptive Modifications Program
The Adaptive Modifications program, which provides major adaptations to a house or a rental unit, assists individuals with physical disabilities to live independently in their own homes and avoid institutionalization. All services are free to eligible Philadelphia residents.

This program provides repairs to electrical and plumbing systems; heater replacements; roofs which are leaking severely; and walls or dangerous structural problems. The program has two tiers: Tier I provides funds up to $4,000 and Tier II up to $17,500.
Heater Hotline Program
The Heater Hotline provides free emergency heater repairs for
low-income homeowners and is carried out by the Energy Coordinating Agency under contract to PHDC.

SHARP
Through SHARP (Senior Housing Assistance Repair Program), eligible senior residents of Philadelphia receive help in fixing up their homes. Repairs include replacing exterior doors and locks, rebuilding basement steps, making minor plumbing repairs and replacing electrical switches, outlets and fixtures. Priority service is given to low-income people with physical disabilities who are over 75 years old and living alone.

This program provides
free weatherization and energy-efficiency improvements
to owner-occupied and rental units. Services include
air-sealing measures; window and door repair or replacement;
wrapping of hot water heaters, heating pipes and ducts;
sealing of basement openings, crawlspaces and chaseways;
insulating and air sealing of roof area; repair and efficiency
modifications to central heating systems.
The energy used by electric or gas appliances in a home that is not
used for space conditioning is referred to as baseload energy use. PHDC
offers the following baseload measures refrigerator replacement if it test
for a replacement using a kilowatt hour watt meter; CFL replacement of
incandescent bulbs used 2 hours per day or more including outside and
halogen torchieres; clothes dryer improvements to include replacement of
flex duct with smooth metal pipe; and replacement of water heaters that are
unsafe or leaking.
